Odisha Government Issues Guidelines for Easy 5kg LPG Cylinder Access for Workers and Students

BhubaneswarThe Food Supplies & Consumer Welfare Department in the Odisha government has issued comprehensive guidelines on LPG distribution, with a special focus on making 5kg Free Trade LPG (FTL) cylinders readily available for migrant workers and students.

Principal Secretary Sanjay Kumar Singh, addressing a press conference in Lok Seva Bhawan alongside senior departmental officials and representatives from Oil Marketing Companies (OMCs), clarified misconceptions surrounding 5kg cylinder distribution. He stated that individuals can obtain these cylinders from authorised distributors by presenting only a valid Identity Proof — no address proof is required. To further assist this group, OMCs are organising special camps across various locations for on-the-spot connections.

Singh emphasised that restrictions apply only to illegal vendors to ensure public safety and that the department is taking strict action against unauthorised sellers.

On the overall fuel situation, the Principal Secretary assured the public that there is no shortage of LPG, petrol, or diesel. Domestic gas supply remains completely stable, while commercial gas availability is returning to normalcy, with 70% already achieved. Furthermore, 20% of the supply is being prioritised for essential institutions such as hospitals, schools, hostels, and Ahaar Kendras. District Collectors are leading specialised committees to monitor the situation locally and resolve any logistical hurdles immediately.

The department has intensified enforcement activities to curb black marketing and illegal hoarding. Inspections at 1,633 locations have resulted in the seizure of 3,105 cylinders and the registration of 288 cases. Citizens have been urged to use digital booking services for their gas requirements to ensure transparency. OMCs have reaffirmed that sufficient stock is maintained at dealer and distributor levels.

Kamalsheel, Nodal Officer for the Oil Companies, added that domestic connections are facilitated through e-KYC. He reiterated that 5kg FTL cylinders are the most convenient option for students and migrant labourers as they bypass the need for a permanent address proof.

The government and oil companies remain committed to a seamless supply chain and protecting consumers from exploitative illegal trades.
