NITI Aayog, Government of Odisha, and ISEG Foundation Join Hands to Accelerate Clean Energy Transition in Odisha

Bhubaneswar:16/10/25:In a significant step towards achieving a sustainable and energy-efficient future, the National Institution for Transforming India (NITI Aayog), the Government of Odisha (GoO), and the Institute for Sustainability, Employment and Growth (ISEG) Foundation have signed a Statement of Intent (SoI) to collaborate on a transformative clean energy transition initiative in Odisha.

The tripartite agreement, signed today in Bhubaneswar, among ShriManojAhuja, Chief Secretary to the Government of Odisha, Shri B. V. R. Subrahmanyam, CEO, NITI Aayog, and Dr.Shirish Sankee, Director & Founding Partner, ISE Foundation, marks the beginning of a strategic partnership aimed at developing and implementing a Strategic Roadmap for a cost-effective Energy Transition Plan and Projectization in Odisha. This initiative aligns with the state’s vision of ViksitOdisha 2036 and 2047, focusing on making the power sector more accessible, sustainable, self-reliant, and environmentally responsible.

The collaboration will leverage the ASSET (Accelerating Sustainable State Energy Transition) Platform, an initiative by NITI Aayog in partnership with the Ministry of Power and the Ministry of New and Renewable Energy. The platform is designed to support States in crafting energy transition blueprints, scalable solutions, and institutional capacity building, while also facilitating access to climate financing.

Key Objectives of the Initiative:

  • Development and implementation of a Strategic Roadmap for a cost-effective Energy Transition Plan and Projectization.
  • Promote cleaner and cost-effective energy generation.
  • Enhance energy access through a smarter, resilient transmission and distribution system.
  • Integrate advanced technologies in energy management, storage, and end-use.
  • Mobilize sustainable climate finance and build institutional capacity.

Roles and Responsibilities:

  • NITI Aayog will provide strategic guidance, facilitate stakeholder collaboration, and support the development and review of the energy transition blueprint.
  • Odisha will lead the initiative on the ground, ensuring data availability, inter-departmental coordination, and logistical support.
  • ISEG Foundation, as the Strategic Partner, will bring technical expertise to develop the energy demand-supply scenarios, renewable energy strategies, and implementation frameworks, including the establishment of an “Energy War Room” for project execution.

To ensure effective implementation, a Central Oversight Committee chaired by the CEO of NITI Aayog and a State Steering Committee led by the Principal Secretary (Energy), Government of Odisha, will be constituted. These bodies will monitor progress and provide strategic direction.

This partnership underscores a shared commitment to a greener, more resilient future for Odisha and sets a precedent for collaborative, data-driven, and scalable energy transition models across Indian States.
