Fertilizer supply situation in Kharif 2025 accelerated across the state

Hon’ble Deputy Chief Minister Shri Singh Deo is reviewing the supply status of fertilizer regularly.
– Sufficient quantity of fertilizer available in the state.
– 8.46 lakh metric tons of fertilizer of various grades have been sold to farmers till today

Bhubaneswar- 31/08/2025:Fertilizer supply situation has been accelerated in the entire state on the instructions of the Hon’ble Chief Minister. According to official data, there is a sufficient quantity of fertilizer available in the state. However, the department is requesting the farmers not to be scared by any misleading information showing an artificial shortage of fertilizer in the state.
The Department of Agriculture and Farmers Empowerment, Government of Odisha has a Kharif crop plan of 58.50 lakh hectares for 2025 (Paddy-34.94 lakh hectares and Non-Paddy crops-23.56 lakh hectares). Accordingly, a supply plan of 10.00 lakh metric tonnes of fertilizers was prepared for allocation to the State and submitted to the Government of India. The Government of India allocated 9.55 lakh metric tonnes of fertilizers of various grades (straight and complex fertilizers) to the State based on the monthly crop coverage for the Kharif season. Adequate steps have been taken by the State to make various fertilizers available to Markfed/PACS/LAMPCS/Retail Dealers before the commencement of Kharif work.

As on 01.04.2025, 2.94 lakh metric tonnes of fertiliser (Urea: 1.47 lakh metric tonnes; DAP: 0.26 lakh metric tonnes; MOP: 0.34 lakh metric tonnes; SSP: 0.10 lakh metric tonnes and NP/NPK/NPKS: 0.76 lakh metric tonnes) were prepared in various districts. As per the plan, Odisha should get 8.60 lakh metric tonnes of fertiliser by the end of August. Out of this, the state has already received 8.10 lakh metric tonnes of fertilizer, taking the total fertilizer availability to 11.04 lakh metric tonnes (Urea: 4.84 lakh metric tonnes; DAP: 2.18 lakh metric tonnes; MOP: 0.61 lakh metric tonnes; SSP: 0.34 lakh metric tonnes and NP/NPK/NPKS: 3.05 lakh metric tonnes) till yesterday. Out of the above quantity of fertilizers, 8.46 lakh metric tonnes of various grades of fertilizers (Urea: 3.96 lakh metric tonnes; DAP: 1.61 lakh metric tonnes; MOP: 0.41 lakh metric tonnes; SSP: 0.21 lakh metric tonnes and NP/NPK/NPKS: 2.25 lakh metric tonnes) have been sold to farmers and till date 2.56 lakh metric tonnes of fertilizers are available in various districts (Urea: 0.86 lakh metric tonnes; DAP: 0.56 lakh metric tonnes; MOP: 0.19 lakh metric tonnes; SSP: 0.13 lakh metric tonnes and NP/NPK/NPKS: 0.79 lakh metric tonnes).

The Government of India, in coordination with manufacturers, MARKFED, and other stakeholders, has already prepared a plan for adequate supply based on Kharif operations. Hon’ble Deputy Chief Minister, Agriculture Minister Shri Kanak Vardhan Singh Deo is also reviewing the fertilizer supply situation regularly. 11692 MT of urea is in transit to various districts. It will reach PACS and LAMPCS in the next two days. Fertilizer manufacturers have also been directed to supply adequate quantity to MARKFED. MARKFED has been directed to ensure availability of different grades of fertilizer to LAMPS as per the stock status and requirement. As per official data, only 7.03 lakh MT of different grades of fertilizer were sold in the state during the same period last year (2024 Kharif).

Regarding tagging of other inputs like nano fertilisers, the State Government has already directed the IFFCO authorities to refrain from such activities, and farmers can freely choose the required grade of fertiliser without any compulsion. The Markfed officials have also been directed to take steps accordingly.

The State Government is ensuring timely availability of quality fertilisers at the right price. To check the sale of black market/stolen/fake fertilisers, Enforcement Teams comprising officers from Agriculture, Revenue, and Police establishments have been constituted at the district and block levels. Regular surprise checks of fertiliser retail and wholesale points are being conducted across the State to check any illegal activities. So far, 4546 retail outlets have been inspected, and show cause notices have been issued to 1202 retailers. Similarly, stop sale notices have been issued to traders in 30 cases. As per the Fertilizer Control Order, 1985, the licenses of 62 dealers have been suspended/cancelled for alleged violations. In addition, stock has also been seized in the premises of 6 dealers.

Principal Secretary Agriculture & Farmers’ Empowerment, Dr. Arabinda Kumar Padhee, is regularly reviewing the fertilizer supply situation, in touch with the Ministry of Chemicals and Fertilizers, Union Government, and advising fertilizer companies accordingly.
