Odisha  Chief Minister has reviewed the functioning of the Finance Department

Bhubaneswar:11/8/26: Odisha  Chief Minister Shri Mohan Charan Majhi reviewed the functioning of the Finance Department at Lok Seva Bhavan, issuing key directives to make the state revenue collection framework more efficient while pushing for higher capital and program expenditure. Shri Majhi holds the portfolio of Department of Finance.

Principal Secretary, Finance, Shri Sanjeeb Kumar Mishra, presented the details in the meeting. Principal Secretary Shri Mishra delivered a detailed presentation outlining revenue receipts and expenditure dynamics. According to the state finance data, Odisha’s overall revenue sources comprise 10 percent from Central Government grants, 31 percent from the state’s share in central taxes, 31 percent from the state’s own tax revenue, and 28 percent from state own non-tax revenue.

The review meeting was attended by Chief Secretary Smt. Anu Garg, Development Commissioner Shri D.K. Singh, Additional Chief Secretary to the Chief Minister Shri Saswat Mishra, Special Secretary, Finance Smt. Yamini Sarangi, along with senior officers from the Finance Department.

Stressing the importance of fiscal discipline and growth-oriented spending, the Chief Minister noted that an effective revenue collection mechanism, coupled with expanded capital and program spending, is essential to accelerate Odisha’s overall economic development.

Total revenue collections up to July in the current financial year touched 61,593 crore rupees, representing a 7.3 percent increase over the collections recorded during the corresponding period of the previous fiscal year. The state’s total own revenue till July registered an 11.9 percent growth over July of the previous year. Specifically, the state’s own tax revenue grew by 9.3 percent, while own non-tax revenue surged by 14.8 percent compared to the same timeframe last year.

Expenditure metrics also demonstrated robust expansion. Program expenditure up to July registered a 19.1 percent increase over the corresponding period last year. Capital expenditure showed significant momentum, reaching 11,300 crore rupees by the end of July 2026, compared to 9,399 crore rupees recorded by July of the previous year. This translates to a 20.2 percent year-on-year surge in overall capital expenditure.

Highlighting the state’s long-term vision of establishing a prosperous Odisha by 2036, Chief Minister Majhi stated that extensive infrastructure investments are imperative. Although current revenue collection and capital expenditure indicators show a positive trajectory, he instructed various government departments to work on a fast-track basis to further optimize revenue collection and maximize capital outlay execution.
