ECI delegation from Chief Electoral Officer, Odisha, holds an insightful and productive meeting at University of Warsaw

Bhubaneswar Dt 11.12.2025 – The Election Commission of India (ECI) delegation from the Office of the Chief Electoral Officer, Odisha, holds an insightful and productive meeting at University of Warsaw on the second-day of their visit to Poland. Insightful discussions about the democratic processes and election management of both countries were the main topic of the day.

The Dean and Professors of the Department of Political Science and International Studies at the University of Warsaw briefed the delegation on Poland’s electoral system. In continuation of the dialogue, members of the delegation presented a comparative overview of the Indian Electoral System, highlighting its scale, diversity, and its unique federal structure.
The team elaborated on the constitutional framework wherein separate National and State Election Commissions function to uphold democratic aspirations at both national and regional levels by conducting elections for Parliament, State Legislatures, and local bodies.

Additional Secretary and National Level Master Trainer Shri Satrughna Kar underscored the pioneering role of the India International Institute of Democracy and Election Management (IIIDEM), which has emerged as a premier institution for strengthening the capacity of election officials and facilitating international knowledge exchange. He invited the University of Warsaw to explore collaborative avenues with IIIDEM for joint research, training, and sharing of global best practices in election management.

In the concluding session of the day, the Indian delegation held a round-table discussion with the Secretary-General of the Community of Democracies (CoD) in Warsaw. The Secretary-General presented an overview of the democratic frameworks of the 30 member states that have endorsed the 19-point Warsaw Declaration.
The Indian side shared detailed insights on the robust measures adopted by the Election Commission of India (ECI) to uphold electoral integrity, enhance transparency, and sustain the trust of over 990 million voters—the electorate of the world’s largest democracy.

Along with Shri Kar, Additional Secretary and National-level Master Trainer Shri Pramod Kumar Sahu, District Election Officer, Khordha, Shri Amrit Ruturaj, Sub-Collector, Bhubaneswar, Dr. Manoranjan Sahu, and Booth Level Officer of Booth No. 144 -112 Assembly Constituency Shri Chinmaya Kumar Seet are in the delegation.
