Odisha CM urged all officials to work in cohesion by implementing 5T

Bhubaneswar:9/7/19:Brainstorming with senior officials of the state, Chief Minister Shri Naveen Patnaik underlined his emphasis on 5 T by highlighting the importance of time for making transformation in public services.

CM urged all officials to work in cohesion by implementing 5Ts of teamwork, technology, transparency and time for bringing about transformation. Citing examples of Disaster preparedness, Land rights for urban poor & reduction in LWE, CM asked all to work on transformational changes instead of incremental changes.


With stress on accountability for citizen centric governance, Annual Performance Appraisal reports of district SPs & Indian Forest Service Officers of Additional-PCCF level & above will be submitted to CM. Implementation of 5T will account for 20% weightage in the report.

Focus on timely delivery of citizen services as the directorates under departments will now function as composite entities which not only speeds up decision making but also streamlines the functioning of every directorate
